Lindel A. Williams is a distinguished executive leader, retired U.S. Army Lieutenant Colonel, and licensed professional engineer with over 25 years of experience in infrastructure development, engineering, and construction management. Mr. Williams founded Blue Ocean Innovation, LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB) that delivers high-quality design, construction, and project management services to federal, local government, and private-sector clients.

Throughout his career, Mr. Williams has earned a reputation as a trailblazer in startup operations, organizational transformation, change management, business turnaround, and profit-and-loss leadership. He has successfully directed complex, high-value projects both domestically and internationally. Notable accomplishments include serving as a consultant overseeing a $12 million renewable energy development initiative abroad and as Construction Executive for the Middle East, Asia, and South-Central Asia regions with the U.S. Department of State’s Overseas Buildings Operations, where he contributed to a $1.75 billion construction program. He also held the position of Commissioner of the Department of Public Works for the U.S. Virgin Islands, directing critical infrastructure and transportation initiatives.

Deeply committed to public service and community development, Mr. Williams currently serves on the Board of the Virgin Islands Waste Management Authority and the Virgin Islands Association Washington, D.C. Board. His leadership continues to strengthen infrastructure, support economic growth, and uplift veteran and island communities.
