James C. Lloyd is a retired U.S. Army Lieutenant Colonel with extensive leadership experience in federal small business and contracting programs. He previously served as Assistant to the Director of the Office of Small Business Programs for the Office of the Secretary of the Army and as Program Manager for the Veterans and HUBZone Small Business Programs. In those roles, he helped guide policy, oversight, and compliance related to small business participation in Army contracting and served as an executive liaison with senior Army leadership. A past president of the Virgin Islands Association, Mr. Lloyd brings a strong record of public service, policy leadership, and advocacy on behalf of veterans and the Virgin Islands community.
