Alvin Dalmida, Jr., PMP, Secretary

Alvin F. Dalmida, Jr. is a certified Project Management Professional with more than 27 years of experience in military and private-sector leadership, specializing in information technology program management, telecommunications systems, quality management, business analysis, and process improvement. He is also a Managing Partner of 340 Group, LLC, where he provides technology-focused consulting services in mission-critical communications, public safety broadband, border and port security technology, and tactical information technology solutions. His career includes senior roles with the Transportation Security Administration, the U.S. Coast Guard, Booz Allen Hamilton, Tribalco, and private consulting organizations, where he managed complex technology, communications, surveillance, and interoperability programs supporting federal operations. A past president of the Virgin Islands Association, Mr. Dalmida has also served on the boards of the National Naval Officers Association and the Association of Naval Services Officers, reflecting his longstanding commitment to professional leadership, mentorship, and service. A Coast Guard veteran, he brings extensive expertise in homeland security, public safety technology, executive-level program leadership, and nonprofit governance.
