VIVA Housing Referral.

The Virgin Islands Veterans Association (VIVA) today announced an effort to launch its Housing Referral Program, a coordinated outreach and case-management initiative dedicated to identifying homeless and housing-insecure veterans throughout the U.S. Virgin Islands and the diaspora by connecting them with emergency shelter, transitional housing, and the full range of supportive services available through federal, territorial, and community partners.

The Need. Veterans continue to face acute housing challenges driven by the high cost of living, limited affordable housing inventory. VIVA’s Housing Referral Program is designed to close the gap between veterans in crisis and the resources built to serve them, ensuring that no veteran sleeps without a plan for a safe place to rest.

How the Program Works. VIVA outreach representatives will proactively identify veterans experiencing homelessness or at imminent risk of losing their housing. Each veteran receives a confidential intake, an eligibility screening for VA and territorial benefits, and a direct warm-handoff referral to the appropriate provider — including U.S. Department of Veterans Affairs (VA) homeless programs, Virgin Islands Office of Veterans Affairs, HUD-VASH vouchers, the Supportive Services for Veteran Families (SSVF) program, and local shelter and transitional housing partners.

Wraparound Support. Beyond a bed for the night, the program links veterans to the wraparound services that keep housing stable: mental health and substance-use treatment, employment assistance, VA disability claims support, transportation, and directions to legal aid. VIVA advocates follow each veteran from first contact through housing placement and beyond, providing continuity of care that isolated referrals cannot.

Community Call to Action. VIVA is asking Virgin Islands residents, faith communities, employers, landlords, and government partners to help identify veterans who may be sleeping in vehicles, doubled-up with family, staying in unsafe conditions, or falling behind on rent. A single referral can be the turning point between a veteran remaining on the street and returning to stable housing.
